Governor announces appointments of 3 wardens

Gov. Edmund G. Brown Jr. announced the appointments Monday of wardens at three CDCR institutions. They are:

• Martin Biter, 48, of Bakersfield, warden at Kern Valley State Prison (KVSP) at Delano.

• Ralph Diaz, 43, of Woodlake, warden at the California Substance Abuse Treatment Facility and State Prison, (SATF) at Corcoran.

• Kimberly Holland, 53, of Bakersfield, warden at the California Correctional Institution (CCI) at Tehachapi.

None of the appointments requires Senate confirmation.

Warden Biter has served as acting warden at KVSP since 2010 and as chief deputy warden since 2009. Warden Biter served in several positions at Wasco State Prison from 1991 to 2009, including correctional administrator, correctional captain, facility captain, correctional lieutenant and correctional sergeant.

He was a correctional officer at the CCI from 1986 to 1991.

Warden Diaz has been acting warden at SATF since 2011.
